I'm looking for the best software and maps for 4" android 4.2 phone?

It's a matter of personal opinion which software is best, and what coverage you need is an important factor as well.

Which maps do you want? Not every app covers every area.

I need the UK and Ireland and western Europe.

Then you have a choice, iGO primo or TomTom, plus others like Sygic, Navigon etc...

iGO is probably the easiest to install, TomTom is nothing like a standalone TomTom device and Sygic and Navigon are ok.
