After going through the instructions & also trying copying the .metadata.txt to \data\data\com.tomtom.europe on my rooted first generation Nexus 7 (2012) I'm still getting a 'No Maps Loaded' error when firing up TT.
Has anyone else had success with a Nexus 7?
My Nexus is on KitKat 4.4.2 KOT49H
I have used various options for the 'URL' path in .metadata.txt
Update: Just downloaded UK & Ireland & that is working fine as downloaded & original instructions, could there be an issue with the Europe version?

I don't think so... I use Europe myself and everything works OK.
