- Check the screen resolution e.g. 1200x1824 portrait and 1920x1104 landscape (values for Nexus 7 2013)
(use app Screen info or Screen Size avaiable in the Play store to determine the correct resolution).
- Now that you know the right resolution values , just change sys.txt:

[rawdisplay]
highres=1
driver="gdi"
screen_xy="1024_768:1920x1104/1200x1824:fullscreen"

The 1024_768 is the resolution available in data & branding zip

Note: The Nexus is a highres tablet.
For no highres use:
[rawdisplay]
highres=0
driver = engine
screen_xy="1024_768:1920x1104/1200x1824:fullscreen"

Use app Screen info to determine the landscape and portrait screen sizes (in px).

screen_xy="resolution value in data.zip:landscape-screen size (WxH)/portrait-screen size (WxH):fullscreen"

Just fill in the right number of pixels

Why don,t you use the (free) app Screen info.
With your phone in (normal) portrait position you see the usable screen size in portrait mode(probably 1080x1920).
Turn the phone 90 degrees to landscape mode and read the usable screen size in landscape mode.

So screen_xy="1024_768:??x??/1080x1920:fullscreen"

Make sure that the resolution 1024_768 is in data.zip (in folder ui_android)

Ok, than screenx_y="1024x768:1920x1080/1080x1920:fullscreen" should be the correct entry in sys.txt
