I came across this site and I think it can be helpfull for those who use TTS, and need it for Android.
TTS does not support my language, so I can't test it. You'll have to discover it by yourself.
Please come back and share your findings with us.

A quote from Jards88
I've installed this on my Nexus 7 and it worked straight away. However the instructions for installing other voices does not make sense and when I downloaded Australia Karen it downloaded as vocalizer-voice-karen.nvda-addon which I can't figure out what to do with (I suspect you must have to install something on the PC to sort this out). So, in desperation I copied the ena folder from my WinCE Primo/tts-nua-v5/ folder into the Nuance/languages/ folder on my Nexus7. Once I'd done that and selected the correct language etc. the test voice worked fine, but when I went into Primo it still used the US voice as it does when using Google TTS. The fix turned out to be quite simple I just deleted the enu folder under Nuance/languages/ and Primo used Karen as it should. I'll try it for a while and see how it goes, but having the same voice as on my WinCE devices is quite appealing.
Edit: Worked it out, you need to install NVDA which is an open source screen reader. You can import the addon which then appears under Users/User/AppData\Roaming\NVDA\add-ons\. Then the rest of the doco makes sense re moving the relevant files to Android's nuance folder.
