The problem is that the device was almost certainly stolen at some point. That's not to say that the person you bought it from stole it, he may not be the original owner either. These PIN locked devices often get on-sold multiple times because the ppl who buy them don't know how to unlock them and the members in forums who do know how refuse to help because of the concern they are stolen goods.
If the person you bought if from was indeed the indisputably legal owner he/she would know the security unlock location even if he's forgotten the PIN. If he doesn't know it then that speaks for itself.
