But is it also neccesary to update the base, phoneme, dem also?

Basemap shows the continents, oceans, country borders, but since no hard changes happen there ...
DEM is geographical heights, etc, and mountains don't move often ....
Phoneme is the pronunciation for TTS. Corrections are made regularly, so yes, newer is better.

What is fsp and hnr?

My Phoneme hasn't been updated since 2008.

hnr are predefined calculated routes for 'short', 'fast', 'easy', 'economical'. Primo only, not iGO8.
fsp is the very same thing, but Becker Primo releases only
