No idea. Notepad does not really use a character set as a Word Processor might, but uses whatever is installed as the Keyboard. Other editors such as Notepad+, Notepad2, etc will let you change the specific Encoding to various languages, but other than that, I don't know. It's possible that the dictionary.voice file was previously edited by others (I don't do anything but the English files) with different computer setups so that characters are all corrupted. In that case, unfortunately, it may be best to start over with the full file on that page/link and translate it line by line.

Also check the info.ini file within the {voice}.zip. If it's not there, then the error could either be in the
Language file (not the voice file), or worse within the LUA files in the Config folder of the {voice}.zip...and these are a bit more difficult to edit without corrupting the entire voice file.
