DATA.ZIP extract and re-archive headache

I am trying to extract and then re-archive an IGO Primo DATA.ZIP file....then put it back to GPS
First I used WINZIP , tried different compression modes......result: can not open database
Second I used WINACE, tried all 6 different compression methods, .....result: booting up, screen shows, then it shuts down and restart GPS

Any suggestion:
1)Which program to use ?
2)Which compression method select?
3)I am re-compessing 5 main folders and a "ctype.dat" file.....maybe I should just add this file to archive without compression?

Like most .zip files in iGo/Primo, extracting>editing>re-zipping/compressing does not work well. Or at all.
The best way to deal with editing zip files is to open them (do not extract the complete file) in WinRar or a similar archiving tool that allows on-the-fly in-place editing and updating without complete extraction, edit or change what you want within the WinRar interface (if editing a text-based file, make your edits in a text editor such as Notepad, then Save file in Notepad, and answer the WinRar dialog about updating the archive in the affirmative), then simply exit Winrar and any changes you made are updated on the fly, or Save as another zip file or in another location. This preserves the integrity of the zip file.

What I find the most simple program to make changes in data.zip is TotalCommander.
Just double click to open a file/folder an click on [..] to go one step back. Press F3 to read/explore a textfile, F4 to open a texteditor.
Moving/Copying a file in or out a (zipped) folder is just doing it from left to right or right to left (F5/F6), deleting a file is just press DEL or F8
Never had any problem at all doing it this way.

And my first question would be "Why do you want to edit or need to edit the data.zip?"
