Driver alert files (.fda) are included with Navteq 2014.Q1 North America maps, but not 2014.Q2. Are there driver alert files available for Navteq 2014.Q2? Will Primo 2.4 use the .fda files from Q1 if I mix them in with the Q2 map files - and do I have to change the filenames to match? Also, can I use the Navteq .fda files with the TomTom maps for iGO?

Fda files are Navteq/HERE only.
Changing the name won't help, you may call them taratataa.fda, Primo will recognize the file as whatever_state.fda, version 2014Q1.
As I am in Europe and using TT/TA, I can not tell 100% sure if a mix of Q1.fda and Q2.fbl will work. In the map folder, it's not recommended to mix older and newer releases, but why don't you simply test yourself?
