I think the reference under [folders] is incorrect.

Two Primo maps (Primo 1 and Primo 2) are shown in the 2nd picture??

Regarding the references under [folders] the following:
1. All Primo files and folders (so incl. folder content) are in one folder (e.g. Primo 1) than no entries to content and app are required in sys.txt.
2. Suppose folder content is in folder Primo 1 and the other Primo files and folders are in folder Primo 2.
In that case the entries under [folders] are as follows:

If Primo 1 and Primo 2 are installed on the flash disk replace "Storage Card" by "My Flash Disk".
Use the correct names as shown by your device.

in your sys.txt you have this entry:

But in the print screen I see other path:
"Primo 1\content" (twice)
and
"MobileNavigator\content"

The program can't find the correct path.

There is 2 ways to solve it:
You can comment the line, add a ";" in front of it, like:

or
change the structure of your folders, change "Primo 1" to "Primo"

I have two versions of IGO in my SD...the SD contains the GPS for:

1. Garmin
2. Papago
3. Ndrive
4. Polnav

So Primo 1 and Primo 2 are different in their own folders..

And then why you refer to the Primo/content map in [folders]? That content map doesn't exist.
Primo 1/content does exist.

If you have two instances of iGO running you should have...

has_secondary_root=1

So iGO doesn't get confused.

Can you tell us how much memory your device has, this is a major factor if TTS works?
Then we can worry about getting it working.
