Possibly, yes.
But first:
1) What is it--model number?
2) What are the specifications (memory, resolution, SD Card, etc)?
3) What software is running on it now, and what do you WANT to run on it?
But that's just my opinion..I could be wrong.

OK. Good. According to the full specifications here:
[Please Register or Login to download file]
everything looks good to be able to run just about any WinCE-based GPS software; iGo8, Primo (1.1, 1.2, or the latest 2.0) and others EXCEPT TomTom as TomTom does not play well with WinCE 6.0.
So the next question might be what type of maps you might need..what region/country are you in?
It is likely that the unit may need to be 'unlocked' which means adding a different menu system if the one you have now is not adaptable to running software other than what came with it. But this depends what comes up on the screen when you first start the device, and if the actual program is on the SD card.
I am not familiar with this particular device and how it starts, but maybe somebody else is that could advise you on a 'universal unlock' such as this:
Universal-Shell.
In the meantime, someone with greater authority should move this thread out of 'Chat' to the iGo section. If you decide on something other than iGo software (due to your map needs, etc), it can be moved again to the appropriate section.
But that's just my opinion..I could be wrong.

It may be better for you then to post in the sections for these:
PaPaGO!
Garmin
Somebody there could help you more than I can. I'm mostly an iGo-Guy. :) Just post your question(s) there and someone may come along to help.
But that's just my opinion..I could be wrong.

Actually it quite an easy for putting other softwares which supporting wince 6.0 to your Lokatoo A903. However you need some knowledge in changing and configure the gps system boot.ini in order to make it and create a simple page or a custom launchpage for having 2 or more gps navigation software.

I dont own lokatoo gps so i cant teach u step by step but i did load and install softwares to the Lokatoo Gps for my customers. Maybe you could go and sneak around threads here, Solutions is always here.
