Some USB ports are also capable to charge electronics or give power to run that external device. Some USB ports can't supply the needed power. They can be used to plug in a PC mouse or something else that requires no (or very little) power.
In front of me lies an Lacie external 2.5" HD that I can plug into this laptop by USB. It gets the power from my laptop to run. The same procedure functioned on my previous laptop. Also delivered with the HD on purchase is a second (power) cable. I think it's a USB/power plug cable. Since I never needed to use it, it's still stored in the box (and where did I leave that box again :D ). The back side of that HD has a power port next to the USB port. On some PC/laptops, that second cable can be a useful accessory, but not on this one ;)
It might help to pick another USB port.
However, when the device is developed in a way it can be charged only by a wall socket, the above is useless.
My GPS can be charged by a wall socket, only it takes much longer than by a car charger or by laptop USB. Must be something technical Fatboyfun can surely explain.
