Hi,
I downloaded sevral files from navitotal to use with primo 2.0 (feb 2012 version); but I get "inactive content" for several file types. All files are 2012 Q2 version but have different numbers:
fda: OK
Buildings: inactive content
maps: OK
hsp: inactive content
ftr: inactive content - but I do not use truck vehicle which may explain
3d landscape: inactive content
fpa: inactive content
speedcam: OK
dem: OK
hnr: inactive content
nng: OK
Any idea what is wrong?

Did you mix some files from different downloads? The files must be the same version and same manufacturer. (looks like they are)
Also looks like a license problem. So : Where did you get the primo from (link) and where the content?

Do I need a license file for european maps?

UPDATE: I copied a bunch of .lyc files from another PRIMO archive in the Licence folder, and it works now. Thanks!

What maps do you have now?
This are all the Primo licenses I have, I think. Unzip and copy in your license folder.
