What happens when you press navigation? Is there an error message? If yes, what?

It's hard to say what is going on. I don't know the device, I don't know what was on the sd before you formatted it.
And I don't know why your device don't find the iGO.exe. At least, that is what I understand when you say "there is no way to show mine gps where is exe and what to run when i press navigation".
One possible solution is that the old iGO.exe was not called iGO.exe but MobileNavigator.exe. And also possible is that the program was in a folder called MobileNavigator. The name can differ too.
You could try and use these names. You could be in luck.

If not, can you access the device and post its contents?

when i start device i see windows mobile ce screen during boot, after that some app (one u use to start navi, bluetooth, browse pictures and txts etc. ) is on auto start so i dont have access to windows it self, i wonder is there way to bypass it, to actualy see windows itself

Yes, that should be possible to do. But I am no expert in those things. I am still at work now.
