i use the new here-maps 2013.q3 and i have this file: Russia_HERE_2013.Q3_131216_(JV).fjv
In primo the file is listed as red. Did i need a special license-file?

You messed up the dates in this post (2012.q3/2013.Q3). Are you using both files for same year and quarter?.
If not, IMO, there is no full compitability between the roads in the map to the junctions in the jv file, this can be the reason.
On my device it's OK, so if you're using both files from same year/quarter, download the license pack, and dig out the NQ (Navteq) related .lic files, and try.
