I'm assuming that EU++ means Europe. What about people in other geographical locations like North America?

Did you add this to your sys.txt

You can use the Primo 1.1 voices but then you should add in sys.text:

[sound]
csv_voice_enabled=1

A non TTS voice that gives speedcam warning? Strange.
I thought Primo needed TTS to give speedcam warning by voice.
Without skin that is. So are you using a skin?

Save your sys.text as ansi .(Open sys.text/file/save as/coding(down in the middle)/ansi)
Now it's in unicode and that's why that happened to you
