Which download are we talking about specifically? Can you link to the post? Although it looks like a bad download.

It is the Canada map and fsp for USA, I'm checking now...
EDIT:Both files was downloaded OK. Files size:
Canada map - 360.3MB,
fsp for USA - 148.3MB
Use
winrar V4.01 for un-rar the archive.
