I am looking for a couple of files to use with TT 2011.Q4 and NQ 2011.Q4 maps:
1/ latest Navteq 2011.Q4 France.3dl file.
2/ TomTom 2011.Q4 3dc and 3dl files for France, Belgium, Switzerland, Spain, Italy & Monaco.
3/ is there a more recent dem file than Western_Europe_83_CGIAR_Premium_090310.dem ?

It's possible, no, very likely these files are NOT uploaded separately, so you need to d/l a whole package. See our map section here..
That is the way it works.

What is wrong with that DEM file? It shows the geological image of the earth like mountains etc. Last time I looked the Alps weren't moved
Meaning, DEM files do not change often. No need for newer files.

Africa maps are not very common.
Some (not all) are here
IF and WHEN they exist, someone will hopefully upload what you need.

For dem, I was just checking if a more recent file would have been existed, while I agree it might not requires as often update as for the maps.

For 3dc and 3dl, issue is that it's not always clear if the maps to be downloaded do includes these or not, often they don't.
I have TT 2011.Q4 and NQ 2011.Q4 and only missing things are these files .... given the size, I am trying to get the 3dc and 3dl files alone to avoid redownloading gigas while not being sure I will et them.
Anyway, will try to find a package who explicitely includes 3d files.

So far, any map packages I have seen past Q3 2011 do not include Building (3DC) nor 3DL files.

Nope. Only Navteq. In fact, I don't recall ever having or seeing Teleatlas/TomTom Building files. I use both also. It should not matter..all building files go in ..Content/Building, not in any (brand-specific) Map folders. So I assume building files work with all/any maps.

Nope. The only 3DL files I have are a couple years older (2010), and have not seen any newer ones. I have not used any. From what I understand, you should have both a 3DC and a matching 3DL (and someone can correct me here if I'm wrong) since the 3DC are generic outlines (cubes, squares, etc), and the 3DL are rendering textures/details (bricks, windows, etc). But this could be an 'old' standard and no longer required or necessary.
I will upload the 3DC files I have and edit this post when they are ready to download....check back later.

AFAIK :
3dc = actual 3D building files, only available in big cities and not every city. (since you ask for France and Belgium) 3D buildings will be visible in Paris, Brussels, Antwerp, (the major cities) but the chances of seeing buildings in Leuven, Bruges, or ... will be smaller to not existent.
3dl = landmark files (shapes) but I am not exactly sure what they do/show :o I believe in cities you see blocks (in 2D) and lakes in the country. Since landmarks are set up standard in my setup, I don't know what I would be missing when disabled.
Oh, I standard disable buildings for (a) memory reasons and (b) I simply find it easier to not see 3D buildings while navigating (useless eye candy). But that is MY choice.
