The german link isn't working

It is working here and now. As far as I can tell - Downloading is restricted at my work spot.
You need to download a file (a dlc container) and load it in DLC. Google to find out more how to. Using that method will download all requested files fully automatically.

By the way: I don't have access to even an outdated .hsp file, but does it have to be the same version as the maps? I have Netherlands_83_HERE_2013.Q4_140324.fbl and other "HERE_2013.Q4" files

Nobody shares the 2013.Q4 hsp files, so we can't provide them here.
Try to use the 2013.Q3 files and tell us if it works.

You can use the "Thanks" button only on the open forums, where you can post. It looks like a white handheld, on the right top corner of a post.

You can use older hsp files with new maps, one I have for the uk is from 2011 and it works fine.

I brought down my IGO files to .fbl + .fda + .fpa, and the .hsp - all just for the Netherlands. And .poi, not much more.
Startup no problem, route is calculated fine. Then I click Historical Traffic (from route overview or from map browsing) and instantly my system is reset.
Also if I remove the selectionmark of Settings/Traffic/HistoricalTraffic.
Then I moved the .hsp file of the Netherlands to another location: no problem anymore, I can see the Historical Traffic overview, but of course without coloured indications. Moving it back restores the problem: it resets.

@Fatboyfun: You give me hope! Having tested the above it seems a reasonable conclusion that either the .hsp from "the 2013.Q3 files" is broken or my IGO Navigator 9.6.2.209584 (oct '11) on Cartrek 1500 hardware cannot cope.
Under Help/About/More/Content/Time-DependentRouting I see "Nederland 60 2014.03 (c) 2011 United navigation [140317]"

I will check from time to time if I find another .hsp .... For the Netherlands at least.

Unless my eyes fail me (and at my age, they do often ) I don't see the Europe_map_NQ_Primo_2012_Q1.lyc
No idea if that has an influence.

On the license that is superfluous, that is a trial and error thing. Make a backup and then delete 1 by 1.
