I cannot find a standalone map, and Cyprus does not seem to be contained in the Europe packs

You should realize that any map is only available when shared.
Futhermore some countries are covered by the 'big' providers and by the local provider (for Cyprus this is Epsilon)
Cyprus is part of East European map sets, by the way, thus look for East Europe map sets. The best choice would (in most cases) be that local provider map.
I can upload for you 2012.07 - when you are desperate - only I know that more recent maps are not only released but shared as well.
Filesupload100 may provide such newer release (if he has it). However, he is "out of office" and will be back in a few days.

The latest (shared) Cyprus I have is Epsilon 2012.07, and it can be found here.

DEM is demographic file, which means oceans, mountains, rivers, etc., things that don't change much. So new ???
The old DEM file is down, Filesupload100 will surely re-upload it.
