OK I discovered what is .rar and with 7-zip extracted the files sent to me and whoopee I got the .fbl files in the iGP8 and working. So this request has been fulfilled and those that helped me I send my thanks, and click on the THANKS icon

With only English voices.

Where can I get Hebrew Voices?

Look in iGO programs sub-section.
If it ain't broke don't fix it!

No TTS voices for Hebrew, and I will take a guess that it will never be, since it's a singular language.
