Did I missed the part that he did connect the device to the computer by usb cable. If he can't connect to mass storage. That's bricked. His explanation is not very clear to the last detail. Any attempt of recovery must be done with main computer not by internal WinCe rom software.
Wait till he reply then we will know the outcome. If the device rom files is damaged or corrupted. He has a big problem - will have a get a expensive type A usb cable to flash the rom.

What is the worst that could happen, you brick your device and have to buy a new one? It's not working right now so what's the difference? Besides new GPS devices are less than $100.00 now.
You've backed up the files/folders from your 269+ so there is really nothing to lose by trying.
