Ok I give up. I have worked on this for 5 days. Read all the tutorials and followed instructions. I just can't make it work.
I have a TomTom One 3rd edition 1gb
I downloaded Dowunder's 9485 Navcore installer. Installed without problems.
If I look at ttgo.bif

I then downloaded this map from Navitotal.

Clicked on first file and it installed automatically.
Ran Fastactivate.exe from 9/6/14. I started with the meta.txt update. Nothing happens.
I tried doing the patch map option and get a .dct error.
I looked in the map folder on the Tomtom and there is no dct file.
I restarted the Tomtom in case that needed to be done.
I checked the chart showing compatibility and the 935_5745 map is compatible with the 9485 Navcore
What am I doing wrong?

Welcome to Navitotal.
Download the current version of
FastActivatePut FastActivate.exe & a copy of your ONE's ttgo.bif file in the map folder. DO NOT DO a meta.txt update, just run option 2.

Both links for the current version of FastActivate time out with the redirect. I tried it with my version of FastActivate and still got a .dct error on option 2. Is there another link that works?

Check in your downloads on your PC, I think you will find that it did download while saying you will be redirected.

The fastactivate from 9/16 has the updater in it. When I click on it, it creates a fastactivate-updater.exe. I click on that and get spinning wheel and then nothing happens.

I think Dowunder's 9485 Navcore installer + United_States_935_5745 [885MB] even fit to 1Gb device (just a guess)
Fastactivate also needs free space in device to run...
and you not need start fastactivate-updater.exe by self... just wait...

When the maps and navacore install the fastactivate does start on it's own. I have 3.48 MB left on Tomtom drive. I'm willing to put another navacore version in if what you say is correct. Do you have a suggestion?

Just follow Tendriver's advice and download the latest version of FastActivate
hereIf you do not succeed in downloading it, the problem is on your side.
Change browser or computer.
You might have a shortage of storage space.
If so you could temporatily move the .poi file in the map folder and copy it back in when you've got the map working on your TomTom.

Ok I was able to download the latest fastactivate while at work. Put in the map folder along with the ttgo.bif file. Took poi.dat file out of map folder. Ran program and selected option #2. Still got .dct error.

Can you make sure all map files are extracted into the folder?
Also, you don't have nested folders?
So if you're TT is conneted to f:, your map files should be in F:\USA and not in F:\USA\USA

No nesting. Only one main folder. I clicked on the installer and it extracts all the other RAR files. I'm willing to use a different navcore and US map if you have a suggestion. I can tell I'm doing everything right with no results. Driving me crazy! Just checking, I don't have to make a meta.txt file myself with the metadata. Correct?

No, changing NavCore will make no difference in patching the map.
The map patch just uses the meta code (built into the FastActivate.exe) and map data present in the map folder.
Woops! Edit: it also needs your ttgo.bif
You might try option one to get the latest meta info. But if you have the latest FA it should be unnecessary.
You are using a recent ttgo.bif from your own device?
Otherwise, just restart your TT and it will produce a new ttgo.bif since this is created (and overwritten) with every reboot.

The ttgo.bif is from this unit. I did a clean install of navcore and then the map. I have rebooted a couple of times. So it sounds like this file is ok.
