I've used these since V6 and they do not need editing nor a .dct file creating for them to work.
Fastactivate thinks they need a .dct file and processes it accordingly.
Once it has been dealt with by Fastactivate the voice no longer shows up in the list of available voices.

it use this blowfish code for it:
90 EA F8 15 C8 EC FB 72 0E 9E C0 84 FF F6 F6 CA data79.chk ; data79_Bugs Bunny (UK Yards)
if you want rename it make eg. this way:
rename all files data99.vif data99.chk data99.bmb and edit .vif file also to data99
then dct file not created anymore...
