Hard reset, clear flash, delete all except ttgo.bif, install current NC through Home.
After that we can check for a different NC.

That is not normal!
When and how exactly did this problem start?
Download this bootloader 3986
and unpack the archive to the root of device, confirm to overwrite.
After the next start a warning screen should appear showing you that the bootloader is being installed.
If the hardware is ok your TT should now boot as normal.
I assume you are using the internal memory only and not a SD.

Have you tried to delete all from internal memory and to only use a SD?
If only the internal memory is damaged but no other hardware you should get a normal working TT.

What navcore was on your unit before the 9.401 upgrade? If it was 9.400, what navcore before it?

Indeed :(
If you buy a faulty device there is always the chance that the hardware has failed completely.
