32316 KB is more than enough to run Tomtom Navigator as it runs on my device fine, Obviously these devices having shared video memory would account for the lower available RAM on your device, There must be some issue in the WindowsCE core that Tomtom doesn't like, (3rd party driver maybe?)
Best bet now would be to try iGO 8/Primo, It runs on almost anything as it doesn't rely on anything within Windows unlike Tomtom does.

Locate the file
sys.txt within the Primo folder, Open it with Notepad, Find the GPS settings section...
