I am trying to get computer voices working on a tomtom xl iq routes edition 64mb ram with no luck...
I am sure they should work with 64mb ram.

I have tried loquendo and vocaliser with se 9.061 navcore and uk 890.4222 maps
computer voices do not appear in voices.

The XL models have a protection for the computer voices, if the device is not using the original NC they tend to stay silent.
But if I'm not mistaken your device should already use the 9.430 - does Home offer you any computer voices at all?
You can try [Please Register or Login to download file] 9.430 I tried to create for the XL and 32mb models.
Use a setup with installed computer voice (preferable Kate) and overwrite with the content of my archive.
Check if the computer voice is working, if not use the skin chooser in the menu to select a different emulation - a double tap in the center confirms the selection and reboots the device.
If that still does not give you computervoices we can try a different way, but report back first.

when I chose manage my device in tomtom home it shows in voices that Kate (English United Kingdom) v700 voice is there on my device

Just to confirm:
You used my archive and replaced all of your original files with it?
You have at least one computer voice installed and also a corresponding .tlv file in you folder "voices" ?
Without the .tlv file Home should not see any computer voice.
If the above is true I could upload a Loquendo-patched version of the 9.430 with a "fix" for XL devices, but I could not test it myself due to a lack of compatible devices around.
Let me know and I will upload it for you to test.

and yes kate.tlv is there in voices folder

The first is prefered, the second only if the first still stays silent.
Again: overwrite your existing setup with computervoice and report back.
Check the SELF mode first for sound and only if working try a different emulation.
