Find the cab file somewhere on these forums and transfer it to your device, then open file explorer and navigate to the cab file and run it, Install it wherever you want to, I recommend a storage card as it's easier to backup, Use the qvga cab for qvga devices or the vga cab for vga devices.
Download whatever maps and voices you need and transfer
them to the root of the storage card.
Run Tomtom navigator in your start menu, It will go through a setup routine then complain about the wrong activation code and exit.
Download Autoactivate from these forums and unpack to the root of the storage card where your maps are and run it FROM THE PC to activate the maps.
You may need to download zip codes, again from these forums.
Job done, Now configure tomtom to how you like it.
HTC devices usually use COM 4 4800 BAUD RATE (Internal GPS receiver) although this can be changed in the device settings.
