Is the higest number the latest or.....

The first 3 digits is the edition & the last four digits is the version. There are different versions for the many different TT models/navcores that are available. All versions are released by TT at the same time.

Go here All New Maps 865.XXXX & reference the chart in post 1.

Yes, it makes a big difference, depending on your TT model, navcore & what area you want the map to cover.
