and when i reset and reboot it still restarts when entering the time and pressing OK

Did you delete the mapsettings.cfg If no please do so.
Do a hard reset followed by he TT clear flash tool.
Download the latest quick fix data and after that instead of entering the time just wait for a sat fix first which will set the time.
After that you should be able to set the correct time(zone).
