Could be a very important tool in assisting cracking latest devices and/or Navcore 10 and 11
This tool replaces the MyTomTom internet application in order
to update the Navcore 10 and 11 devices.

AFAIK it is part of the Work package that come together with the Linx systems and is only available to big fleet managing companies.
Since these guys already get top level support from TT I don't think anyone will risk getting caught as everything works online and needs registration.
Not sure if a dongle is needed though.
And from what I see all the program does is to copy the install pack onto the device which can be done manually too.
All other functions that I know of are either online based (tracking, adding more tours for a driver) or is mainly for the Linx system, apart from the function to manage your own POI's.
