Can this tool bring us closer to cracking the new devices?
It is not a new tool! This tool already exists since May 2011 with aerlier beta versions.

TomTom Content Transfer Assistant v1.0.1

Tomtom has a "ContentTransferAssistant" that transfers stuff from the
PC's harddisk onto a via/800/1000/etc, it's a standalone application.

-The following TomTom navigation devices are supported:

From old device: GO x50, GO x40, GO x30, GO x20, GOx10, GO classic
XXL, XL, Start, ONE, Rider

To new device : GO LIVE 1000 series, GO LIVE 800 series, Via LIVE series

-You can transfer the following items:

•Favourites
•POI sets created by the community
•POI sets created by you on your device
•Community voices
•Warning sounds
•Start-up images
•Shut-down images
•Car symbols
•Map colours

-You may need to enable the transferred content on your new navigation device.

To enable your content, go to the following menus:

•Favourites, In the Main Menu, tap Settings > Manage Favourites.
•POI sets, In the Main Menu, tap Settings > Manage POIs.
•Community voices, In the Main Menu, tap Settings > Voices.
•Start-up and shut-down images, In the Main Menu, tap Settings > Start-up settings.
•Car symbols, In the Main Menu, tap Settings > Car symbol.
•Map colours, In the Main Menu, tap Settings > Change map colours

It copies files from a 'old' model onto the PC's harddisk and then to the 'new' device.

On a Windows-7 system, files on harddisk are tempararily stored in:

c:\users\userid\appdata\local\temp\TTDTM

If anyone could do some reverse engineering on this "exe", this might give an idea
on how to access the new models.

You can fool this program.
-Example: put stuff on a 825

Insert an sd card with a 9.xx navcore on it, fooling the "exe" thinking it's a Tomtom.
When asking to connect the 825, go and edit the "temp" stored file and add the files
that want to be transferred. It works like a charm . . . . .

I will look into it, but I'm afraid it is just a frontend for the normal USB over Ethernet connection.
You can only acces the "user folders" but nothing in regards to the actual NC.
If you have a NC10/11 device you can check:
The device should show up as a network device with access to the same folders you can use with that TT tool.

There is a service tool for the work models that allows to install NC's maps and other things but so far I was not able to find a download for it.
It also needs a valid customer identification at the start, so not sure if it would be of help without those details.
