I concluded that the memory map in the 715 is not the same as model x10, and I believe there is 'hole' resulting from the absense of the simcard.

It was almost certainly 7.903.9183 (with Bootloader 5.2400) which I am fairly sure is the latest navcore that will work on it. My 715 was eventually donated to a needy new home, at least the map can be updated but not to a version with any advanced features.
