is it possible to change menu language on Tomtom one xl to Croatian/hrvatski?

I can not find this option on device...

All available languages are in Main Menu, Change preferences, Change language.

The answer is No.

Only by creating your own tomtom.mnu file - check the tutorials on how to modify the menu of a TT.
Problem in your case is that not all icons can be modified, for example everything related to the speed cams will stay default.
