tomtom xxl, stuck on start up

tomtom xxl stuck on start up,please set the correct time then restarts, any help please.

i deleted all files on tomtom after backing up & connected to home and installed software still the same

Do a hard reset (hold reset for 30+sec, if no reset button hold power button for 30+sec.) followed by the TT Clear Flash tool.
Than update through Home till you have the current 9.430 Navcore.
Report back.
If you use a map downloaded from here you have to patch the Navcore using FastActivate.

All that is left would be a clean install, meaning deleting all from the device after making a backup and to let Home install the 9.430 again.
Check if the device works, it will complain about the missing map.
Add the map folder from your backup but delete the file mapsettings.cfg in the map folder on your device.
Restart the TT - it now should work as normal.

tried clean install, is it possible to try a different bootloader, if so which?

Your bootloader is not the source of the problem.
