which program should I use to read and the opening of the ttgo.bif file on Windows 8.1 PC?

Logic dictated to use a text editor to open text files, but a hex editor works as well as a disk editor, just more complicated....

You CAN"T FIX the contents of the ttgo.bif file. Your TT creates a new one , every time you boot it.
However, if you just want to open & read the ttgo.bif file, then I repeat, "Use Notepad."
