Re: Step 2 Copy the 950 map folder to the SD card. Delete ALL .DCT files in the 950 map folder.

There are no .DCT files in the map folder, there are however the following two files:
Europe_TRUCK-100399.meta
Europe_TRUCK-100399.tmeta

3. They stay. FastActivate uses them to create the .dct files.

Correct me if I'm wrong, but won't the ttgo.bif file have 9.510 version info?

there is something wrong.

I copied the ttgo.bif from go730 internal to SD card, then when I run fastactivate patch navcore option the ttgo.bif file suddenly goes from being last modified on 05/10/2015 to a modified date of 01/01/2000?

1. You are correct, BUT FastActivate doesn't use any of that info, so it matters not.
2. A new ttgo.bif file is created EVERYTIME the device is booted. The last modified date, on the ttgo.bif that you have now, is not important.
3. If you had been given the option, which removable disk would you have selected? Perhaps the SD card?? Where is FastActivate located, per step 4? Perhaps the SD card also.
You weren't given an option, because it wasn't necessary.

Fastactivate.exe is on the SD card. I run through options 1-3 and it looks fine, however when booting the TomTom unit no luck :(
