Every DEM is compatible with IGO Tomtom and IGO HERE maps.

Are we lost in translation? What do you mean by "DEM content"?
If you mean what is the coverage of the DEM file, that can be determined by the file name like "BeneluxTA_2007.06_071001.dem" or "Western_EuropeCGIAR_Premium_2006.06_090310.dem". I don't think I need to explain what Benelux stands for, but I admit that "Western Europe" might include or miss some countries you (myself/every one) would expect.

All DEM/MAP/POI/.... is interchangeable between NextGen/Primo/IGO8.3 whatever Operating System (though no IGO Android, only Primo and NextGen). Languages and voices are not always interchangeable, some other content is only for one branch.
Keep in mind that DEM files eat lots of memory. If your device is weak a large DEM may influence speed (calculation, refresh screen, ...) or even crash the device. So when you only load the Holland map, take the Benelux DEM, when Western Europe is what you need on holidays then go for that one. Don't load the Eastern Europe DEM or the (full) Europe DEM when you don't need it.

Read again my post just above yours. What do you need? Only Benelux? Don't load full Europe! Are you a (truck) driver who drives trough Europe in every country, load full Europe. You drive in Holland and surrounding countries, in holidays to France, Italy, Austria or Spain? Western Europe is what you need.
And yes, no matter what IGO, Primo or Next Gen, no matter WinCE 4 or 5 or 6 or Android or even iOS, the DEM is the same.
