In my opinion your device ID is not correct that should be without the 6 at the end and if you do it manaul then this will be the problem

I did it using fast activate.

Installed latest Navcore 9.541
Patched Navcore with Fast Activate
Transferred map folder to sd card
Run Fast Activate
Updated meta.txt
Patch maps, voices etc gives mi .dct ERROR

Strange, I also have a 750 Live with NC9.541 and activated Europe 1090-11417 with fastactivate and works fine
Has something went wrong with the acivation of the NC ?
You can download NC from here and as far as I know you don´t have to activate it, ready to use.
Where did you found the device ID ? Because that is to long, it should be 8 long and yours is 9 long.
Just asking but did you transfer the map to the root of the sd card ?

FastActivate display it and it cen be also found in ttgo.bif file

It's possible that our website is currently blocked for users in France. We do not know why, or whether the block is temporary or permanent.

This is some advice we received from a customer, who managed to fix the issue.

"DNS settings seem to be the issue. I went into Chrome "settings", "Privacy" and I unchecked "Secure dns with your internet provider" and checked "Secure dns with google" instead. I am enclosing a screen capture of the procedure, it is in French but I am sure you'll get the gist of it ;-) I changed those settings in Chrome only as this is the browser I use to access your site."

Another option you could try is to use a VPN.
