Sorry I didn't describe the problem properly, I downloaded the self installer UK 890_4237 with the self activator, normally I would expect the map to be useable after installation, the activator downloaded a fresh Meta file to replace the one on the TomTom and went through the motions of activation, but didn't generate a dct file. It did however read the Iberia and French maps which were already on the TomTom. So I deleted the Iberia map, downloaded Iberia 890_4237, used the same installation method as the UK map, the activator this time showed that it was generating a dct file, and the map was useable straight away, there being a dct file in the Iberia map folder
