2 - Copying this file (support_asr.dat) and paste in asr file (This file downloaded from tomtom.com)

This has nothing to do with TTS. It allows a user, that has a device with a microphone, to talk to his/her device.

Automatic Speech Recognition allows you to speak the city, street name and house number instead of entering the information via the touch screen. This requires your device to have a built-in microphone and to be using a computer voice.
