To the end user they look and operate the same, usually the difference is internal tweaks for different PDA hardware, and occasionally cosmetic tweaks to match device themes.
The only two builds of TTN7 that run on Windows CE are 7.450 (most compatible) and 7.910.

Check the map is compatible with the far right column in the compatibility chart in post#1 of the official map thread AND a meta code is posted with the download link.

The Europe file gets updated quite well in the sw, but I'm guessing that it also eats up unnecessary memory...
Tomtom official cams are in a proprietary format and can't be edited, however they are split into separate countries, 3rd party cams can be edited with any POI editor like POIedit.

If it is MioMap based on iGO8 then yes, if it's SmartST_CE or Spirit software then no.
