Update: Looks like meta in FastActivate is older than my map, but new file mymeta.txt with new meta doesn't help.

1. I have found that the META in the activator is older than the map meta, thus could not activate it. I have tried creating new "mymeta.txt" but it was still trying to connect to internet database (without any success).
2. The ttgo.bif is on the device (root), new map was on the SD card. So this was the problem.
3. I have finally ended up patching it with easyusetool frontend_Patcher and now it's working fine. Map is enormous and takes much more time to find a route but when running it's ok. I will also download UK map so that it's easier to use when n the UK.
