Where did you get these 2 pieces of misinformation??
Start-up & shut-down sounds are fully functional on a X20 with 9.510.
Mike1978 talks loud & clear in DUTCH on a unit set for US English & a US map.

2. Firstly, you don't load both the normal & Premium files. It's either/or, not both. If both are loaded, the Premium file becomse the default cams. If your unit is still set to the X30 emu (25 still being the first number in the reskin file}, go to Main Menu, page 3 & click on TomTom Services to set up the speed cams.
