Your list of Counties adds up to 2.07GB ,if your device has a 2GB file size limit it won't work.
You could download the Gmap folder for your PC from Post #2 and delete what you don't need to get below the 2 GB limit.

If your device has not got a 2GB limit just use Western Europe 3.24 GB from Post # 1
