The Nuvi 40 still only shows the 2013 Lower 49 data that I started with but I can see on my PC through BaseCamp the 2023.2 City Navigator map data on the SD card and view the actual map data so I know it is a good copy. Lastly, the device created an "Id.txt" file on the SD card and the contents of the file is "56596517-1c98-4c32-9835-61bebc701d9e" for what that's worth.
Am I missing something small because I feel like everything is correct. Thanks again for all the support.

Thanks for sticking with me on this one. I'm completely lost but I think I figured out the thanks issue on the posts.
