That's a navcore for actual Tomtom devices, Those are Linux based, Navman's are Windows CE based and require a tweaked version of Tomtom Navigator, (Originally for Windows Mobile.)

It's not a French version, It just defaults to the French language, It has multi-language support, It is version 7.450,
This is the only version that runs properly on most Windows CE devices. Some other devices can run 7.910, There are no differences in features between them.
