Anyone know how to access these devices?
I can only access the ROM with the Igo8 folder in it.
I would like to change the splash screen, the JetCert PDF viewer (as it won't read some pdf files), and add some more shortcuts to the main menu (rather than having to open the Win CE then open different apps).

I would like to use this as both a PNA and a PDA, I do service van work and it's very handy having pdf copies of manuals/instructions/wiring diagrams and pictures to hand.

But I can't even open/edit the main menu screen !

For what you are trying to do it would be best to have a proper device ;)
If you want to change anything except the installed GPS software you usually have to flash it with a new Rom, since that can end in a brick most people forget about it.
You might be able to add some software without major problems, but changing what came with the device is not an easy task.

With searching on the 'net its looking that way :(
Would something like a 2.2 Android be any better?

If looking at an Android device, be double sure it has a GPS chip in it (assuming you still want an all-in-one thing). Not all do.
Then, you would certainly have a "PDA" with thousands of apps available, but be aware that you could only run Android GPS software. There is lots, some good, some not so good. Even iGo (based on an older Amigo), which can use all the latest maps the same as any other iGo product.
But that's just my opinion..I could be wrong.
