yes the shell.ini is in the root of the SD Card all by itself
yes I powered off completely.
just the shell.ini file? why does it need to be zipped?

I cant remember if you can attach ini files.
Placing it in a zip file means it's not modified by the board
Also a screenshot of the card root and inside the MobileNavigator folder would be helpful, put the lot in the zip file...

In the archive SHELL.ini is named as SHELL.ini.ini
Remove a .ini
In fact it looks like you have file extensions hidden, turn them on and check all filenames for double extensions, I'm guessing you also have MobileNavigator.exe.exe

In the first image you supplied, i can see you have hide known file extensions enabled, this can interfere with the renaming of files, So when i say rename Primo.exe to MobileNavigator.exe, It actually gets named MobileNavigator.exe.exe
Turn off Hide known file extensions and check the filenames again

Your SHELL.ini still has two file extensions, remove one .ini
