I have test (Russian.gtt) can work.
Using PND Wince6 go to setting menu (on wince screen, start->program-->GarminNavigation->Setting) then you need to TEXT menu change to Russian Language.

That file not covered all text on this program since create for Garmin Zumo. If you want to use your local language on this Garmin version you can modify this Taiwan.gtt using notepad.

You need to open Taiwan.gtt on Notepad.
Inside you will see many Chinese Character. Replace it with your language/Character.
Ask Google Translate If you don't know chinese character.

This Method also applicable for other language.

If you can go to setting menu, use WinCE6 PND because CE5 cannot go to setting menu.

You should have the map file - gmapprom.img on the system folder of your SD Card. Map file must be gmapprom.img. If you are using gmapsupp.img, rename it to gmapprom.img and put on the system folder.
